Job Summary

Join the Minnesota Department of Health (MDH) in protecting public health by ensuring the safety and reliability of drinking water across Minnesota's noncommunity public water systems. As a Noncommunity Engineer (Engineer Graduate 2), you will support MDH's Drinking Water Protection Section by reviewing engineering designs, conducting field inspections, and providing technical expertise to ensure water systems comply with state and federal requirements, including the Safe Drinking Water Act.

Primary Responsibilities:
  • Review engineering plans for noncommunity public water systems and recommend changes to meet state and federal standards.
  • Conduct field inspections to verify proper construction, operation, and compliance of public water supply systems.
  • Provide technical consultation on premise plumbing, backflow prevention, and cross-connection control to MDH staff, system operators, and partners.
  • Coordinate plan review processes for water service lines installed by licensed well contractors and support compliance with the Minnesota Plumbing Code.
  • Support program improvements by helping update policies, procedures, and technical guidance.
This incumbent will be located out of the St. Paul district office. however, work will be performed throughout greater Minnesota. The position will have the option of some teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

Qualifications

Minimum Qualifications
  • Bachelor's degree in Civil, Environmental/Sanitary, Chemical, Mechanical or related engineering field.
AND
  • Two years professional level engineering experience.
Additional minimum qualifications to be assessed during the interview:
  • Ability to analyze complex engineering problems and develop practical, regulatory-compliant solutions.
  • Effective verbal and written communication skills for conveying technical information to staff, contractors, and the public.
  • Ability to prioritize work, manage multiple tasks, and work independently with limited supervision.
Preferred Qualifications
  • Engineer in Training certification from National Council of Examiners for Engineering and Surveying (NCEES).
  • Professional Engineer Licensure in Minnesota
  • Experience applying engineering principles in drinking water system design, operation, or compliance.
  • Knowledge of the Safe Drinking Water Act, Minnesota Rules Chapter 4720, and the Minnesota Plumbing Code.
  • Experience with the design, operation, or regulation of public water systems, especially small or noncommunity systems.
Physical Requirements
  • Perform field inspections, including walking over uneven terrain and carrying equipment.
  • Access elevated areas or confined spaces without entry.
  • Work outdoors in various weather conditions and travel statewide as needed.
  • Use visual, auditory, and manual skills to review plans, operate equipment, and communicate effectively.

This position requires successful completion of a background check and employment reference check.

This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
